PRINCIPAL DUTIES AND RESPONSIBILITIES Assist in drafting video or audio recordings and accurately transcribe meeting minutes of regular, special call, budget hearings, and committee meetings of the council within thirty- (30) days of the meeting.
Must possess the ability to proofread and edit transcriptions for accuracy, grammar, and coherence, ensuring the final document meets quality standards.
Manage workload effectively, prioritize tasks, and adhere to deadlines for timely delivery of transcriptions.
Assist in preparing packets of all materials to be presented to the City Council for all regular meetings and council meeting.
May be required to attend, record and create notes of all regular and special call meetings of the council, including budget hearings and council committee meetings; reads all ordinances and resolutions into the council record; takes and records council votes.

Drafts a worksheet agenda for all meetings of the council for the Council President or Chairperson that follows proper parliamentary procedure.

OTHER DUTIES AND RESPONSIBILITIES Prepare council chambers before each meeting by setting out appropriate paperwork for both the public and members of the council (This responsibility only applies when the Deputy Clerk of the Common Council is unavailable).
May be required to answer phones to help cover for individuals at lunch or on vacation Other duties as assigned by the City Clerk or the Deputy Clerk for the Common Council EDUCATION AND EXPERIENCE High school diploma required or equivalent Paralegal Certificate preferred but not required; a minimum of 5 years' experience in a legal setting accepted Previous experience in transcription or related fields is preferred Must have valid driver's license KNOWLEDGE, SKILLS, AND ABILITIES Must maintain a high degree of confidentiality Excellent knowledge of Basic English, spelling and grammar Strong typing Skills with a focus on speed and accuracy Knowledge of computer operations, transcription software, word processing tools, and other relevant technologies Ability to operate standard office equipment Ability to follow established set of procedures Must demonstrate the ability to manage time effectively and meet deadlines Ability to work under pressure and meet deadlines Knowledge of proper business etiquette and protocol for addressing government officials, both verbally and in writing Possesses excellent administrative and interpersonal skills Must be able to communicate effectively with the public, City staff and handle people with tact and diplomacy Possesses good oral and written communication skills and ability to relate and communicate information and ideas in an understandable, business-like manner Possesses problem-solving abilities, self-initiative and the ability to work autonomously Must be able to adapt to abrupt changes in the workday schedule Has knowledge of and is able to provide information to the public and assist with other duties in the Office of the City Clerk when required PHYSICAL, MENTAL, AND VISUAL SKILLS Should have necessary patience, pleasant voice and appearance for satisfactorily handling contacts with members of the public by telephone and in person Must have ability to maintain harmonious relationships with the personnel of this and other departments with whom the duties require contact Assignments are carried out in accordance with standardized procedures that require following an established format and method.
Normal vision with or without corrections May be required to bend, stoop, reach overhead, crouch, kneel, or stand for extended periods of time WORKING CONDITIONS Work is performed in a 20 hours per week standard office environment with standard working conditions at a normal to fast pace with some pressure to meet deadlines.
May require evening hours for council meetings (This responsibility only applies when the Deputy Clerk of the Common Council is unavailable).
POST OFFER TESTING REQUIRED The City of Elkhart is a Drug Free Workplace.
